Before you start
- What you get
- The certificate that your supplier's state accepts, filled in as a PDF.
- What you do next
- Sign it here with Preview and sign, or print it and sign by hand. Give it to your supplier and keep a copy.
- What this tool does not do
- It does not send anything to the state. It cannot make a Florida, Louisiana or DC certificate: the state gives that one.
More to know
- Use it only for goods or services you resell, or for the exemption you name. Misuse can bring tax, penalties and criminal charges.
- The supplier decides whether to accept it. Ask the supplier if a state or a form has a rule you do not know.

Questions
What is a resale certificate?
It tells your supplier that you buy goods to resell, so the supplier does not charge you sales tax. The supplier keeps it as proof.
Do I send the certificate to the state?
No. You give it to your supplier. The supplier keeps it. The state asks the supplier for it if it checks the sale.
Which certificate does my supplier's state accept?
A few states have their own form. Twenty-four states accept the Streamlined Sales Tax form F0003. Thirty-eight states and local bodies are on the Multistate Tax Commission certificate. The tool shows the one that fits.
What is the difference between F0003 and the MTC certificate?
F0003 covers resale and other reasons, such as manufacturing or a nonprofit. The MTC certificate is for resale only, and some states limit it.
Can this tool make a Florida, Louisiana or DC certificate?
No. The state gives that certificate itself. The tool says so and links the state. Some states have no sales tax, so they need no certificate.
What if I buy for a reason other than resale?
F0003 and the back of the Texas 01-339 cover other reasons, such as manufacturing, farming, government and nonprofits. For other states, ask the state for its exemption certificate.
How long is a certificate valid?
It depends on the form. F0003 stays valid until you cancel it, if your purchases are no more than 12 months apart. Illinois asks for a new blanket certificate every three years.
Is my information uploaded?
No. The certificate is filled in your browser. Only the blank official PDF is downloaded. If you sign in and keep a business profile, the account stores it, and the permit numbers are encrypted.
